He was founder of Khaksar Tehreek (Movement) (founded in 1930) and Islam League (founded after independence). Mashraqi devoted his life to the uplift of the common man. He was not only an outstanding leader of the 20th century but also one of the greatest revolutionaries, visionaries, scholars, and mathematicians that emerged in that part of the world. Mashraqi's genius was proven when early on when he set unprecedented academic records at the Cambridge University (U.K.). There he completed four Triposes in five years with distinction. He was declared a Bachelor Scholar, Foundation Scholar and a Wrangler. It is believed that his academic records at this University are yet to be surpassed. He returned to India after his education and within a few years, in 1917, at age 29, he was appointed Under Secretary (Education Dept.) in British India. The British offered him Ambassadorship to Afghanistan in 1920 and the title of Sir in 1921. However, he declined both offers, and opted to represent and fight for the masses. Mashraqi was also among great speakers and writers, and his monumental work is Tazkirah (Tazkira) an interpretation of the Holy Quran from a scientific perspective. Indeed, these credentials speak of a man born with astounding skills and exceptional abilities. Such personalities are born once in centuries. Mashraqi's followers and supporters ran in millions. He passed away in 1963 and well over 100,000 people came to attend his funeral and mourn his demise. khalid mehmood: AID EVAPORATION Dr.Litha Musyimi-Ogana, 2023-06-29 Aid Evaporation is a new Nortion. It is based on an academic study that comprehensively examined how ODA is governed from the source to the destination. Key ODA parameters emerged from the existing ODA governance frameworks namely; mechanism, ideology, development approach and processes. By unpacking elements contributing to aid ineffectiveness through these parameters, exploring the existence of the aid evaporation and examining the key enablers of ODA Evaporatoon, the study discovered supply side factors contributed significantly to Aid ineffectiveness. It exposed different AID Evaporation enablers which play different hidden functions such as ODA Door Openers, Appetixers, Softeners, Sponges, Convertors, Controllers, Distorters as well as Carrot and Stick among others. Key findings revealed that the prevailing perception that aid ineffectiveness was a demand side problem was only part of the story because supply side challenges were probably more responsible for billions of ODA that could not be accounted for. It has recommended the re-writing of the narrative that ODA ineffectiveness is predominantly premised on demand side by incorporating supply side factors. Findings demonstrated that while there were indeed demand side challenges such as bad governance, corruption and lack of strong institutions, there were also supply (donor) side challenges such as over-reliance of donor's own inefficient ODA governance frameworks as well as ODA delivery mechanisms, the entrenchment of bilateral interest in ODA processess and geo- political interests among other factors. In this regard, the study confirmed that the 62% of the ODA that could not be accounted for according to existing literature was either held up in the pipeline or evaporates mostly from the supply side. This finding brought clarity on the weak impact of ODA and corroborated with existing literature on the mystery of unaccounted ODA. While the notion of aid evaporation emerged as an attribution and part of a reflection on the problem of ODA dissipation at the preliminary stage of the literature review, it became the central issue of focus throughout the research investigation which involved substantive field work to bring clarity on the problem. The study has made theoretical and practical contributions to the existing concepts on ODA governance and proposed a new concept, namely the “Supply Baggage Concept”. The new concept should inform the Post Paris era in achieving Aid effectiveness by weding out Evaporation, using the Aid Evaporation Detection Framework proposed in this book. |

The military establishment has locked the country in an enduring rivalry with India, with the primary aim of wresting Kashmir from it. To that end, Pakistan initiated three wars over Kashmir-in 1947, 1965, and 1999-and failed to win any of them. Today, the army continues to prosecute this dangerous policy by employing non-state actors under the security of its ever-expanding nuclear umbrella. It has sustained a proxy war in Kashmir since 1989 using Islamist militants, as well as supporting non-Islamist insurgencies throughout India and a country-wide Islamist terror campaign that have brought the two countries to the brink of war on several occasions. In addition to these territorial revisionist goals, the Pakistani army has committed itself to resisting India's slow but inevitable rise on the global stage. Despite Pakistan's efforts to coerce India, it has achieved only modest successes at best. Even though India vivisected Pakistan in 1971, Pakistan continues to see itself as India's equal and demands the world do the same. The dangerous methods that the army uses to enforce this self-perception have brought international opprobrium upon Pakistan and its army. And in recent years, their erstwhile proxies have turned their guns on the Pakistani state itself. Why does the army persist in pursuing these revisionist policies that have come to imperil the very viability of the state itself, from which the army feeds? In Fighting to the End, C. Christine Fair argues that the answer lies, at least partially, in the strategic culture of the army. Through an unprecedented analysis of decades' worth of the army's own defense publications, she concludes that from the army's distorted view of history, it is victorious as long as it can resist India's purported drive for regional hegemony as well as the territorial status quo. In the past 81 years, while facing several limitations/challenges, the IAF has met all the national defence requirements, and made several strategic contributions. The 1948 Kashmir airlift, Tangail paradrop, heli-bridging in East Pakistan and many other achievements are historic examples of its sterling performance. The only war independent India has lost was the one in which the IAF was not employed in a combat role. With growing economic interests and national aspirations, expanding interests well beyond our territorial boundaries and prevailing internal security challenges, India’s national defence requirements are also increasing. Reliance of sovereign nation-states on aerospace power is essentially growing. The first Gulf War was a monumental turning point in the war-time employment of aerospace power. Ever since, the significance of aerospace power in war, crisis and peace-time has been gaining ascendency. Kosovo and Libya are the two pertinent examples of the allies virtually relying on aerospace power, without committing any soldiers on the ground. Scrutiny of the emerging global and national trends suggests that employment of aerospace assets, as well as the nation’s expectation from the IAF, will continue to rise. Alongside, there is an unplanned fall in flying platforms, weapon systems and pilot strength of the IAF. This study is an attempt to analyse the history of the IAF in war as well as ‘other than war operations’; to appreciate the emerging trends in geopolitics, aerospace technology and doctrine; and to identify the likely challenges the IAF would be facing in the next two decades and beyond. A roadmap for transformation of the national security framework, the indigenous aerospace industry and the IAF has also been suggested. |
